SCIENCES PO CHOOSES THE SOGELYM DIXENCE, WILMOTTE, MOREAU-KUSUNOKI CONSORTIUM AND UNVEILS ITS PROJECT FOR “CAMPUS 2022, A NEW SCIENCES PO IN THE HEART OF PARIS”
Having acquired the Artillerie in December 2016, Sciences Po is beginning redevelopment of this historic site, which will open its doors at the start of the 2021-2022 academic year in time for Sciences Po’s 150th anniversary. This marks a new phase in the “Campus 2022” plan, an in-depth rethink of the entire Paris campus that aims to confirm Sciences Po's place among the most attractive universities in Europe.
Following the consultation with property developers launched early last year, the project proposed by Sogelym Dixence and team has been named as winner. The consortium brings together a group of architecture firms composed of Wilmotte & Associés, Moreau Kusunoki and international higher education specialists Sasaki. Franck Boutté for sustainable development, Pierre Bortolussi, architect-in-chief for Historic Monuments, and Mugo for landscaping complete the team. Bouygues Construction Privée will carry out the building work.
The consortium was chosen through a competitive negotiation process involving a call for applications and seven months of design and negotiations. This enabled concerted development of the candidates’ projects to reflect the programming directions established by the Sciences Po community. The call for applications was launched in early 2016 and four property development-design consortia were selected last May.
The selected consortium will carry out the redevelopment of the 14,000m² property complex and its operation under a real estate development contract, offering strong guarantees in terms of cost control and deadlines. In addition to these essential criteria, Sciences Po awarded the contract by selecting the design that best reconciles respect for the site's heritage value and its ability to meet the needs of students, faculty and staff in the short and long terms. The successful team won Sciences Po over with the quality of its solutions for meeting the plan's urban, architectural and environmental goals and the technical challenges they pose.
The plan
The redevelopment of the Artillerie, a former novitiate founded in the seventeenth century and converted to scientific use by the Army, consists in creating a new complex that offers exceptional living, study and work conditions. It will make the most of a dual heritage: that of the Artillerie and its 300 years of history, and of Sciences Po, which will celebrate its 150th anniversary in September 2021. The redeveloped site will give the vibrant life of Sciences Po the chance to flourish.
The plan includes new learning spaces that adapt to the multiple uses of Sciences Po students, faculty, staff and partners, organised around three courtyards. As the focal point of this new site, the Cour Gribeauval will be home to a new structure of transparent design: a showcase for Sciences Po's activities, a space for innovation and a meeting place for students, faculty and staff.
The project brings together teaching facilities and research centres around a new 1000m² library, and offers:
● New workspaces for students and researchers: collaborative platforms, rooms for educational innovation and individual workspaces;
● Social areas: cafeteria, gardens, Maison de Sciences Po and an outdoor amphitheatre;
● Professionally-focused facilities: incubator, fab lab and a newsroom and studio for the School of Journalism.
Digital technology runs through the entire plan to facilitate teaching (digital experimentation centre), research (Medialab), the library and other services (management of online spaces, digital signage, internal social network).
The site is designed to promote interdisciplinarity, juxtaposing quiet places in which students and faculty can concentrate and collaborative spaces. Technology transfer will be facilitated by the proximity of the incubator. PhD students will have workstations within their research centre.
Finally, the Artillerie is intended to serve as breathing space in the heart of Saint-Germain des Prés. It deploys 4900m² of outdoor areas and green spaces and meets environmental requirements, with “Excellent” ratings under BREEAM and HQE certification.
A redesign of the Paris campus
With this project, Sciences Po has profoundly rethought its organisation. The Artillerie will be connected to the building at 13, rue de l'Université to form an ensemble of 22,000m². Sciences Po's Paris campus will be organised around four large sites instead of today's twenty: the historic complex at 27, rue Saint Guillaume / 56, rue des Saints-Pères / 30, rue Saint-Guillaume, all connected by a garden; 9 rue de la Chaise; 28, rue des Saints-Pères; and the Artillerie / 13, rue de l'Université, linked by a new junction.
To engage more closely with the city, Sciences Po plans to facilitate movement between its sites, especially for people with reduced mobility. This campus is a space for social diversity, underpinned by a renewed commitment to equal opportunity.
